Terms of Use

These terms are an agreement between you and DrBull Media, a sole proprietorship of Kunj Vaishnav, Udyam Registration No. UDYAM-RJ-07-0154391 ("DrBull", "we", "us"), for the DrBull's Matrix service at matrix.drbull.in (the "Service"). Our address and contact details are on our Contact page. By creating an account or buying credits, you accept these terms. If you don't accept them, don't use the Service.
1. What the Service is
- The Service shows past NEET-PG and INI-CET counselling results, compiled from documents published by the Medical Counselling Committee (MCC), AIIMS, NBEMS, state counselling authorities and fee regulatory bodies, and facts about colleges from the lists of the National Medical Commission (NMC), NBEMS and the National Institutional Ranking Framework (NIRF).
- For a rank, category and choice of quotas that you enter, it builds a report of seats: their past closing ranks round by round, fees, bonds and stipends where known. An Advanced report also shows those college facts and "demand stars", which compare how early a seat filled with similar seats. Demand stars describe what past candidates chose; they are not a rating of a college's teaching or training.
- It is an information service. It doesn't allot seats, take part in counselling, or give admission, legal or financial advice. Read the Disclaimer before you rely on a report. The Disclaimer is part of these terms.
2. Who can use it
- You must be 18 or older. You confirm it when you sign up.
- The Service is for your own counselling decisions. Coaching institutes, counsellors and anyone who wants the data for others need a separate written licence from us.
3. Your account
- We don't ask for your name, email or phone number. When you sign up, we give you a random username and you choose a password.
- We show you a recovery code once, at sign-up. It is the only way to reset a forgotten password, because we hold no other way to reach you. Keep it safe.
- If you lose both your password and your recovery code, we can't restore the account. The Refund Policy explains how unused credits can still be moved, with proof of payment.
- One account is for one person. Don't share your password. Only one session can be signed in at a time: signing in on a new device signs out the older session.
- Your first report for each exam fixes your rank and category to the account. Your first report with a state's quota fixes that state to the account for the NEET-PG year, with your category and state rank there. An account can hold up to two states a year: the states whose quota you're eligible for. Before a state is fixed you confirm that you meet its rule, which we show with its official source. We show each rule as we read it from the official document; the state's own counselling authority decides who is eligible. Swapping a fixed state for another needs our OK, once for each state. You can correct your rank, or a state rank, yourself once, within half of it either way. Any other change (a bigger one, your category or PwBD, or a state's category) needs our OK: send us a request from the report form, and we may OK or decline it. When a report changes what's fixed to your account, your earlier reports for that exam made with the old details are deleted. One UPI ID can pay for one account a season; a payment from a UPI ID already used for another account that season is refunded. An account can be used on up to 2 devices a season, and one device can hold up to 2 accounts. An account that makes more reports, or uses more credits, than one candidate usually needs (20 reports or 100 credits in 180 days, whichever comes first) is paused for review; its reports stay open. Each exam has its own lock: every NEET-PG year, and every INI-CET session, starts afresh with your first report for it. What you fix before an exam's result holds only until the result is out; your first report after it fixes them afresh. Another candidate needs their own account.
- You are responsible for what happens under your account.
4. Credits and payment
- Prices: ₹50 for 1 credit, or ₹299 for a pack of 10 credits, in Indian rupees. We aren't registered under GST, so no GST is added: the price shown is all you pay. Our Pricing page lists every price.
- A report uses credits by its level: a Basic report uses 1 credit and an Advanced report 10; adding a state's quota uses 2 more. If no seat in our data matches your rank and filters, no report is made and no credits are used; if only a state's quota has none, it's left out and its credits aren't used. In each of its groups (Safe, Likely and Reach), a Basic report lists up to 15 seats, shared between the branches you pick. An Advanced report lists up to 60 seats of each branch you pick (90 of each when you pick two), or up to 200 in each group when it's for a single branch. A report lists the seats people at your rank take: in the all-India quota and INI-CET, seats that closed later than 99 in 100 seats taken by people ranked near you are counted but not listed. A Basic report can be upgraded to Advanced later for 9 credits. Advanced costs less at a rank where a report lists few seats: 7 credits in all when a report with every branch lists 90 seats or fewer at your rank and category, and 4 when it lists 45 or fewer; upgrading a Basic report there costs 6 or 3. A state's quota adds 1 credit instead of 2 when it lists 15 or fewer. An Advanced report for a single branch costs 2 credits more when that branch has more than 60 seats at your rank and category in the all-India list or the state's, since it then lists more than a report with every branch would. The form shows the price before you pay, and you're never charged more than it showed. Reopening a report you already paid for doesn't use more credits. A report is for the counselling it was made in: a NEET-PG year (the all-India quota and the states' quotas) or an INI-CET session. A report made after that counselling's exam is rebuilt free when you reopen it, with the rounds published since and any corrections we make, until data for the next counselling begins. A report made before the exam isn't updated. For the next counselling, make a new report. A report whose counselling has ended can't be upgraded.
- To stop the data being copied, an account can make up to 10 reports in 24 hours, and one internet connection up to 10 reports and 50 new accounts in 24 hours (on a shared Wi-Fi, switch to mobile data). We may look into a connection that makes reports for many different ranks.
- Credits never expire. Unused credits aren't refunded, except in three cases, where we refund them to the UPI account that paid for them: (a) we close your account for any reason other than a shared report, getting around our limits or collecting our data by automated means (section 8); (b) we stop the Service; (c) you don't accept a change to these terms that affects your credits (section 11).
- A report with a proven data error is refunded too (section 7).
- When we refund money for credits, each credit counts at the price per credit you paid for it. Credits are used in the order you bought them, so your unused credits are the ones you bought most recently.
- Credits can't be transferred to another account or exchanged for cash, except as the Refund Policy explains for an account you can't open. Payments that never became credits are returned (Refund Policy).
- Credits are bought by UPI only, on Razorpay's checkout. Razorpay tells us the UPI ID each payment came from; we keep only a scrambled code of it, never the ID. We never see your bank details or your UPI PIN.
- If a payment went wrong and we haven't fixed it, you can also raise it with your bank or UPI app (a chargeback), or with Razorpay, our payment provider, at razorpay.com/support.
- We may change prices. A change never reduces the value of credits you already hold.
- Codes. An account can take one code from a partner or another buyer, at sign-up or before its first purchase, and can't change it. A code's bonus credits come with the account's first purchase. After buying, you can make your own code: when someone who signed up with it makes their first purchase, you get 2 credits, for up to 25 such people a season, unless they paid from a UPI ID you've paid from. Bonus credits have no money value and aren't refunded. We may pause a code, or take back credits gained by misusing one (for example, several accounts for one person).
5. What you may do with a report
We give you a personal, non-transferable licence to view your reports and use them for your own counselling choices. Each report shows your username and the report's ID as a watermark, and carries a hidden mark that identifies the report even in a cropped or compressed screenshot. Its closing ranks are drawn with the report's code in them, and each seat card shows your username and the report's code.
You may use AI assistants and other apps to help you read or discuss your own reports. You may not use them, or any other means (retyping, text recognition, scripts), to turn reports into text, tables, files or posts for anyone else. Because each report's list depends on the rank and category it was made for, a copied report can often be traced from its contents alone, even when it has been retyped. Deleting a report, or the account, doesn't stop this: we keep a hidden copy of every report that leaves an account for a year, only to trace leaked copies.
If a report from your account, or a screenshot, copy or retyped version of one, is found shared, we close the account at once, without warning (section 8).
You may not:
- copy, publish, sell, rent or share reports or their contents, including screenshots and retyped or AI-extracted text, tables or files, for anyone else's use or for money;
- use bots, scripts, scrapers or any automated means to access the Service or collect its data;
- try to rebuild, download or extract the underlying dataset, in whole or in part;
- create several accounts to avoid limits, or get around any limit, watermark or security measure;
- use the Service to build or improve a competing product;
- attack, overload or probe the Service, or reverse-engineer it.
6. Our content
- The underlying facts, such as closing ranks and fees, come from public official documents. We compiled, checked, organised and presented them, and wrote the software and design. That compilation, software and design belong to DrBull.
- The names of government bodies and colleges are used only to identify them. We are not affiliated with any of them.
7. Accuracy
We check the data against the original documents, but errors can happen: in the source documents, in how they were read, or in how the rules apply to you. If you find an error, tell us (see Contact). If we confirm that a report showed a number different from the official document it came from, we give back what that report cost, as you choose: the credits it used, or the money you paid for them (section 4), within 7 working days. We also correct the data for everyone. The Refund Policy explains how to ask.
8. What we may do to an account
- To keep the Service and its data safe, we may at any time, without notice, limit, pause, change, suspend, close or delete any account, or remove its reports, if we believe it breaks these terms, misuses the Service, or puts the Service, its data or its users at risk. Changing an account includes resetting what is fixed to it and lowering its limits.
- When we close an account, we tell its owner which rule we believe was broken: they see it when they next try to sign in. We may keep private how we found out, when saying it would help someone get around our safeguards.
- An account we close stays closed, and its owner may not open another. We may refuse sign-ups, sign-ins and payments that we link to a closed account, for example by its UPI ID or device.
- We keep the records of an account we paused or closed (its reports and their marks, its payment records, and the codes described in the Privacy Policy) for as long as we need them to look into it or to take legal action. Its owner can't delete it meanwhile.
- If we close an account because a report from it was shared, or because it got around our limits or used automated means to collect our data (section 5), its unused credits aren't refunded, as far as the law allows. If we close an account for any other reason, we refund its unused credits (section 4).
- If you think we made a mistake, write to our Grievance Officer (see Contact).
- You may delete your account at any time from its settings, unless we have paused or closed it. It closes at once and can't be used again. A hidden record of it (listed in the Privacy Policy) is kept for a year, then erased; payment records stay as tax law requires.
9. Availability
We aim to keep the Service running, especially during counselling, but we don't promise it will be uninterrupted or error-free. We may pause it for maintenance or to update data.
10. Liability
- The Service shows past data. Counselling outcomes depend on things outside our control, listed in the Disclaimer, and on your own choices, so we aren't liable for any seat, fee, admission or career outcome.
- If a report contained a proven error of ours, we give back what it cost (section 7).
- To the extent the law allows, our total liability to you is limited to the amount you paid us in the 12 months before the claim. This limit doesn't apply to fraud or deliberate wrongdoing by us.
- Nothing in these terms limits your rights under the Consumer Protection Act, 2019.
11. Changes to these terms
We may update these terms. We post the new version here with its date, with a notice on the site, and it applies from then. A change never reduces what the credits you already hold can buy. If you don't accept a change that affects your credits, tell us: we close your account and refund its unused credits (section 4).
12. Law and disputes
- These terms are governed by the laws of India. Courts at Bhilwara have jurisdiction, subject to your rights to approach a consumer commission.
- Please contact our Grievance Officer first (see Contact); most problems are fixed fastest that way.
- If any part of these terms is found unenforceable, the rest still applies.
13. If DrBull moves to a company
We may move the Service to a company that we own or control. If we do, these terms, your account, your unused credits and your reports move with it, on the same terms, and the company takes our place in this agreement. It takes on all our duties to you, including for reports made before the move. We will post a notice on this site before the move. If you don't want to move, tell us before the date in the notice and we refund your unused credits.
14. Reviews
- A buyer can write one review, a day or more after their first report. Changing it sends it back to be checked.
- We check every review before it is shown. We leave one out only if it is spam or advertising, abusive or offensive, not about DrBull's Matrix, holds personal details (a name, phone number, email, rank or roll number), or isn't genuine. We never leave one out for its rating.
- A review shows its stars, its text, your username only if you tick that, and a label we add: "Verified buyer", the kind of report it rests on (Basic or Advanced, the exam and year) and the month it was written. It never shows your rank or category.
- The front page rotates reviews of 4 stars or more, next to the average and count of every review we show. "Read all reviews" lists every one, whatever its rating.
- Nobody is paid or rewarded for a review, and we don't write reviews ourselves.
- By posting a review you let us show it on this site. It is removed when you delete your account.
